Alright, I looked and I can find absolutely no information on who this guy is or where it is. All I know is that it's a street performer that's throwing mallets at his drum set so masterfully that they're bouncing back to him, so he can continue throwing them.
He's also playing a bass drum with his foot, because I guess throwing drum sticks and then catching them isn't hard enough by itself?
